Kansas City Trainer Convicted of Second Degree Murder

Civil Service Rules Set New Age Limits in Washington

The president amended the civil service law to let the civil service commission set maximum entrance ages where not fixed. New limits cover apprentices in mints and assay offices 18 to 24, keepers and lighthouse officers 18 to 50, matrons in the Indian service 25 to 35, and weather bureau observers 18 to 30. Soldiers and sailors with prior preference remain exempt from age limits.

White Slavery in New York Juvenile Asylum Practices

The Herald reports demands for state charity board investigations into New York juvenile asylum methods of indenturing children left in its charge. Three cases show children surrendered for two years being apprenticed to western farmers until reaching majority. Michael J. Scanlan of the Society of St Vincent de Paul labels it white slavery. He cites Joseph Billott’s three children apprenticed in Illinois until adulthood, despite paternal protests. Extra Pay For Roosevelt Rough Riders Men

A Washington report says veterans of the Twenty second New York regiment and Roosevelt's rough riders will receive two months' extra pay from the government. The pay rise follows an amendment pushed by Representative Clayton of New York to the army appropriation bill.
