New York March 5 A Washington dispatch reports naval officials have no rights at Dry Tortugas after expending over 500000 dollars in a year to establish a coaling station and rendezvous on the gulf coast and West Indies. The fortification at Fort Jefferson was built but the site is deemed unsanitary and turned to quarantine service. The navy was ordered to halt work and withdraw by April 1 as Fort Jefferson becomes the focus for yellow fever and plague precautions.
