Kempff Refused to Join Taku Fort Attack Reports

Washington July 25 Navy department released mail reports by Rear Admiral Kempff detailing why he did not join foreign powers in the Taku fort attack and providing a graphic account of the action. The documents, enclosed by Kempff and including Commander Wise of the Monocacy, recount allied movements, ship positions, torpedo boats captured, and casualties, with Kempff’s stance praised by Secretary Long.
