Chicago reports a Republican majority among the new city council members after yesterday's elections. The tally shows 29 Republicans, 2 independent Republicans, 2 independent Democrats, and 2 Democrats, creating a 72-seat body. Contested wards shifted holdovers. council may run on non-partisan lines per local leaders.
St Louis returns show Rolla Wells ahead with 43 012 mayoral votes, Parker 34 846, Meriwether 30 568, Filley 2121. Democrats likely control the house with thirteen seats to twelve Republicans and three public ownership members, as total 1900 turnout declines by about 1 000 from the national election. Independent ticket drew votes from both parties, with Republicans down 43 percent and Democrats down 29 percent from 1900 presidential totals.
Topeka reports yesterday's municipal elections across Kansas show prohibition remain dominant. Atchison and Leavenworth ignored the issue with city improvements taking precedence while Wichita saw temperance gains fail to surpass 20 percent. Most cities elected straight Republican slates, often law enforcement candidates.
Nearly complete returns show R. R. Wright, Republican, elected mayor of Denver by 1700 votes over E. T. Wells, Democrat. The Republican ticket boasted large pluralities, with Mayor Johnson winning re election as an Independent Democrat. Democrats carried Pueblo Cripple Creek and Victor while Leadville and Colorado Springs elected Republican mayors and councils.
Washington April 3 The secretary of the treasury today purchased in New York for the sinking fund six hundred seventy two thousand dollars in government short term bonds, one substantially the same term as the two million nine thousand dollars purchased yesterday.
Toulon April 3 Russian admiral received an unexpected order to take his fleet away to avoid a clash with the Italian squadron. The fleet had arrived for fetes honoring President Loubet and is expected to sail this evening.
Constancia Probleto reports Aguinaldo wavering between peace and continuing the insurgency. He weighs allegiance to the Filipino flag against American clemency, seeks a convention of Insurrectos and pacificos, and is advised by Mabini's circle to reflect on ruin if war endures. His reluctance grows as family visits strengthen his resolve.
A Washington dispatch states Aguinaldo, via Gen. MacArthur, presented surrender proposals to the U S cabinet. Secretary Root sent replies. The president refuses to bargain with Aguinaldo but may welcome his influence and consider his conduct in future treatment of the prisoner.
The Lokal Anzeiger reports a lengthy Verona meeting between Imperial Chancellor Count von Buelow and Signor Zanardelli aimed at dispelling French press suspicions about Italy and Germany. Officials say the talks touched on relations though the Verona meeting was accidental and leaves were cordial. Senor Zanardelli reportedly gave entirely satisfactory impressions. D. Q. Orly Carte, theater manager and impresario, dies at Tunbridge Wells after heart weakness worsened by Arthur Sullivan’s death. He had been comatose yesterday but rallied briefly.
In Sofia on April 83 the Macedonian congress was convoked for April 15. Several agents of the Macedonian committee were imprisoned by order of Interior Minister General Petroff. Bulgarian officers resigned rather than follow a war minister’s ban on keeping members in the Macedonian society.
A historic April snowstorm blankets Pittsburg areas with 12 to 15 inches, bringing down mile after mile of poles and tangled wires. Telegraph, telephone, and trolley service nearly suspended. trains delayed one to three hours as signals fail and lines ice over. Officials fear ongoing washouts and blockades along Pennsylvania and neighboring divisions.
New York April 3 The London Tribune correspondent reports General Flummer has occupied Nylstrom signaling a northern advance toward Pietermaritzburg. The move follows a plan to conquer and pacify the northern Transvaal as rail lines north of Pretoria face threats. Newcastle Natal April 3 Boers derail a train near Mount Prospect. General Campbell’s column engaged in heavy fighting as hills hinder clear results.
In New York at the Waldorf Astoria last night Senator Hanna was told that J Pierpont Morgan formed a syndicate to buy the rights of the French Panama Canal Co. Morgan rejected the tale saying he has not expressed a canal route preference and knows nothing of the president’s involvement.
New York reports Pan-American Concessionaires head H H McGarve says Diaz is in good health and bull fighting will open at the Buffalo exposition with humane changes. Mexico will display military units, band ensembles, and crafts daily. Mexicana arrive April 16 and reach April 22 to prepare for opening.
Chicago April 3 Gen Wesley Merritt who returned to Chicago after a western trip with the Commercial Club party spoke on Aguinaldo saying there can be no doubt it will lessen opposition to American forces yet he is not the dominating personality among the Insurgents. He is clever but an instrument of shrewd leaders. The capture’s moral effect will be good though leaders may realize resistance is useless. San Francisco April 3 Major General f it Young to succeed Shafter as commander of the military department of California left for Washington with Lieutenant Smedburg.
New York April 3 Charles F. Jones valet secretary to William M Rice testifies in the Albert T. Patrick trial for causing Rice’s death to gain property. Jones recounts detectives visits, discussions of a forged will, embalming fluid, and cremation details, with mentions of a planned murder by suicide.
Special to Inter Mountain from Helena Montana April 3 The state board of medical examiners began a three day session at the Grandog level and is examining candidates including Gardner Bradley O Connor Fox Kingsbury Attis Reynolds Nichol Teck Clarkson Blaydes. The board will likely hold an executive session Thursday for officer elections.
