Dr. Ford W. Callison outlined a vast Greater Bay Area Development Plan to the San Rafael Optimists, proposing a five sided bay fill of 220000 acres with a triple deck bridge from San Francisco to Marin, multiple dikes and grand central terminals. The plan envisions eight traffic lanes on top and middle decks, four for trucks and buses on the lower deck, monorail or electric trains, and new freeway links with Oakland Berkeley and Richmond. Cost estimates were rough, pending state action, with funding via bond issue and a 25 cent toll. project could total about 275 million dollars and create a 30 to 35 square mile land mass.
