Modesto area officials spar over completing the irrigation canal system. Critics warn a $80,000 yearly direct tax would raise about $130,000 annually, burdening outlying landowners, while bonds would fund the project without broad tax hikes and allow timely completion.
In Stanislaus County the dam owned by the Modesto and Tur irrigation districts in the Tuolumne river could raise revenue for taxpayers. The overflow dam, 120 feet high near Stockton, could power Modesto and supply the city. Management might yield profits to cover bonds and maintain district ditches, while supporting irrigation and electric needs with ample water and power. Signing off on this would enable local districts to prosper from a valuable asset.
