Texas Legislature Faces Budget Clash Over Liquor and Tax Proposals
Midway through the 30 day session both House and Senate passed versions of the 1969 budget and moved to conference. Connally's tax package and liquor by the drink plan dominated debate with revenue estimates in the hundreds of millions. Mini bottles would carry about 10.5 cents tax and permits from 500 to 1250. sales tax proposals and private clubs measures add more revenue. Debate also touched air pollution rules for cotton gins and drunken driving tests, rural road funding, vending machines in taverns, and a July draft quota change.
