Bootleggers Ashore Suffer in Norfolk Blockade Losses

New York May 8 American bootleggers ashore the higher ups in the international whiskey trade are big losers as Uncle Sam’s blockade of rum row ends the fourth day of the raid. Coast guard officials say foreign liquor traders lose little, as they operate from floating warehouses off the mid Atlantic coast. Investigations show contraband purchases are placed in foreign banks before shipment, with contracts demanding the cargo be taken ashore within a fixed period. If the liquor reaches shore, the shipper has fulfilled the contract while the boat crew bears the risk. Agents report bootleggers captured with a single dollar bill bearing a previously sent serial number tied to the shipper, providing a coded link to the cargo. The blockade’s impact shifts advantage to enforcement and inland buyers amid ongoing rum row actions.
