Washington June 22 AP An army major linked to alleged fraud through a loyalty file at the Army Finance Center in St Louis testified before a House Armed Services subcommittee probing irregularities. St Louisan Fined On Traffic Charge

Eddie G. Howard of St Louis was fined 10 dollars and 1 dollar costs in police court after a two car collision in the 200 block of Bolivar street. He pleaded guilty to careless and reckless driving before Magistrate Foster S. Wheatly in the absence of Police Judge A J Schwaller. Police said his car nearly struck a parked car owned by Charles Howard. The arresting officer testified Howard said he dozed for a moment.
