Washington AP The Agriculture Department issued rules banning meat packers and livestock dealers from charging sellers commissions yardage or service fees. Effective around March 1 the rules classify such charges as unfair trade practices under the Packers and Stockyards Act. Regulators say yardage facilities are for the buyer’s profit, not producers’ benefit.
