Missouri goals proposed for local government reform

Regional goals committees urged consolidation of local services such as tax assessment water and sewage road maintenance fire and police protection and elimination of township governments and overlapping districts. They recommended county and city governments share services, election of top officials, new revenue sources, and a statewide property tax option to fund schools while preserving local tax powers.

County hires accounting firm for second class transition

Jefferson City based Williams Keepers Oliver Payne Rackers to set up a new bookkeeping system for all county offices as part of preparing for second class status on January 1. Budget procedures will be monitored by the county auditor David M. Jones, appointed by Gov. Warren E. Hearnes, at a salary of 8000 dollars. The court approves spending up to 500 dollars for the system and schedules budget hearings to finish by January 1 1973 74.

Extradition aid leads to charges dropped for Emms

County prosecutor drops charges against Donald and Barbara Gene Emm in Waynesville after Donald Emm waives extradition to California. The couple had faced counts tied to driving a vehicle without the owner's permission and forged/theft warrants in Ohio and Missouri. Emm returned to California. Barbara Emm released after dismissal.

City revenues rise as Jefferson collects over four million

City collector Ed Cole reports Jefferson collected 4,220,529.44 from Nov 1 1971 to Oct 31 1972, up 340,889.69 from the prior year. General revenue fell 136,303.80 due to a 40-cent per 100 tax cut, while city sales tax rose 663,070.48.

Meir warns of possible war over arms shipments

Premier Golda Meir told the Labor Party in Tel Aviv that arms shipments to Arabs could spark conflict. She warned of a new fighting round on Israel borders and cited Sadat's Egypt and Soviet airlifts to Syria as factors.

Three Children Die in Potosi Trailer Fire

Three young children Anna Tate 3 Scott 2 and Joseph 1 were killed in a trailer home fire near Potosi Washington County. The blaze caused by a leaking oil stove left the youngsters trapped in their bedroom and pronounced dead at Washington County Memorial Hospital. Their stepfather George Rawl 25 survived with burns and mother Francis Rawl 20 received shock treatment. Rawl had been repairing the stove when the leak began and the explosion occurred just before 5 a.m. The couple fled then tried to re enter but were stopped by flames.

High court upholds Missouri on 1954 murder confession

The Supreme Court ruled unanimously that Missouri courts satisfied constitutional requirements in determining that prison inmate James William Stidham confessed voluntarily to a 1954 murder. The ruling preserves the conviction while leaving open further challenges to the voluntariness determination.
