Gary A City Without Hope Under First Black Mayor
On November 7, 1967 Richard Hatcher became Garys first Black mayor, but the town of 180000 south of Chicago plunged into fear and crime. Critics say he is rarely in office as he pushes a national image with Bobby Kennedy and fundraising from the Kennedy foundation. The administration is blamed for incompetence, hiring policies, and an ineffective staff. Private committees faded long ago, and roving gangs terrorize residents. The police, largely puppet of the mayor, are hamstrung, leaving Gary stultified and without hope. This is the second of four pieces on Gary by John J. Lynon.
