Governor Questions Tax Plan In Texas Budget Debate

East Texas businessmen urged a freeze on teacher salaries and higher tuition to curb a tax rise. Governor Preston Smith called the ideas politically explosive but said he would study them and hand them to budget writers. They argue a corporate income tax could fund a needed two year budget. The group, led by C Q Abernathy, ties its plan to the Citizens Group for Economy in State Government and the Texas Manufacturing Association. They warn sales and other levies would need boosts to cover a 643 million dollar revenue gap under the pay as you go rule. The governor rejects corporate or profit taxes as revenue sources.
