Texas Legislature reshapes taxes and bars to booze in 1971
The 1971 Texas Legislature passed landmark laws including ending the open saloon ban on mixed drinks, enacting over 650 million dollars in new taxes, and funding scholarships for church schools. It faced criticism for not advancing welfare reforms, highway beautification, marijuana penalties, or fully funding the minimum foundation school program. The session also reevaluated voter registration, redistricting, and the stock scandal involving Mutscher and others while the “Dirty 30” challenged House rules.
