Nixon Eyes Wider Vietnam Troop Cuts and All Volunteer Army
President Nixon plans further reductions in U.S. troops in Vietnam and the shift to an all volunteer army within a year. He will discuss with Defense Secretary Melvin R. Laird at the Western White House and review final withdrawal figures aiming for 39,000 by Sept. 1. The move to volunteer service follows pay increases and a new draft lottery system to reduce conscription and boost support among young voters.
