Texas defies federal wage freeze a day after proclamation
Texas Governor Preston Smith issues a proclamation directing agency heads to uphold state raises for 95 000 state employees and 138 000 teachers despite federal orders. The Cost of Living Council reverses course, deeming state workers subject to the freeze while teachers receive increases only if contracts began before August 15. Smith vows to obey state law and blames conflicting federal orders as he pushes a Sept 1 pay raise and earlier approved long term teacher increase.
