The House adopted the conference report on the immigration bill setting July 1 as the effective date for Japanese exclusion. The vote to approve the conference report was 308 to 58, sending the measure to the Senate before a White House decision.
The District of Columbia oil grand jury slowed again as several distant witnesses failed to reach Washington. J F E Benton cashier of the First National Bank of El Paso Texas and other New Mexico witnesses are under sub poena, with expected arrivals tomorrow. Dr George Otis Smith, director of the geological survey, testified that he helped set aside oil lands for naval fuel under Taft, and he was not consulted about the Sinclair and Doheny leases before their execution by Fall.
The international emigration conference opened in Rome with 58 countries represented. Italian commissioner De Micheli King Victor Emmanuel Premier Mussolini and Alberto Guani spoke as the American delegation led by W. W. Husbands among others attended. Mussolini stated the aim to improve understanding between emigration and immigration nations to protect laborers in both native and adopted lands.
After an injunction blocked the film Three Weeks at Plaza theater and arrests of manager Alexander Frank and an employee Ay Hanson, the theater's attorneys seek to have Mayor A E Gragy City Solicitor H M Reed and Police Matron Kate Sage cited for contempt of court to show cause why they should not be punished.
The Roosevelt Newsboys association receives one cent each from Governor Alfred Smith and William J. Bryan for a penny fund to present a statue of Laddie Boy the White House dog. Smith, a former newsboy, attached his penny to an autographed card. Bryan had shown interest at the memorial dedication for Scotty Albert Scott.
Des Moines May 15 The parole board gave no comment on Attorney General Gibson's protest against releasing T E Alberry of Eldora a fencer in stolen auto cases. Alberry a five year term has not begun. The protest cites no extenuating circumstances Governor Kendall backs Gibson while Eldora officials urged parole.
The House committee considering charges against Representative Langley of Kentucky and Representative Zihlman of Maryland prepared to act. Langley, already convicted in Kentucky federal court for violating the prohibition law, faces allegations of improper influence. Zihlman was cleared by a grand jury. the committee has focused on Langley’s case pending Kentucky trial outcomes.
Evangelist Billy Sunday arrived in Rochester Minnesota to enter the Mayo Clinic for kidney ailment treatment. He traveled from Chicago aboard a private car and walked unassisted from the train to a hotel, with his musician reporting improvement over the last twelve nights.
Great Britain plans a vast broadcasting complex on a 960 acre site at Hillmorton near Rugby. Erection of 16 masts 820 feet tall will support aerials. The Daily Mail says it will be the largest and most powerful station, able to communicate directly with India and Australia.
Washington May 15 The house moved to vote Saturday on passage of the soldier bonus bill despite President Coolidge veto. The measure, opposed for treasury costs, would grant free life insurance to World War veterans and face an overridden test in congress. The veto followed budget bureau estimates and echoed Coolidge’s economy policy.
The McNary-Haugen farm relief bill will be taken up by the house next week likely Tuesday under a rules committee plan. After it clears, the postal salary increase measure and the McFadden bill to amend the national bank and federal reserve acts follow. The trio’s votes are expected before adjournment. The McNary-Haugen plan would organize a $200 million corporation to sell surplus farm products abroad and has priority after disposing of other measures, including $6.5 million for veterans hospital facilities.
Washington reports Thomas W. Miller the alien property custodian testified to the senate Daugherty investigating committee revealing connections to Howard Manington Jess Smith Alfred Urion John Todd and other associates of H M Daugherty. He said Urion is a close friend and disclosed $50000 in trust funds at Midland National Bank Washington Court House Ohio at the request of Jess Smith.
The Department of Justice will continue its proceedings against Senator Wheeler a Democrat from Montana under indictment in his home state despite exoneration by a Senate committee. Attorney General Stone said there is no reason to change the department stance or dismiss the proceedings.
President Coolidge blasts the proposed World War I veterans bonus as unworthy and declares America does not want the bill. He defends patriotism as a divine virtue that money cannot buy, amid high public enthusiasm and calls for an immediate vote. Representative Rankin denounces the veto message as an insult to veterans.
Des Moines May 15 The American Legion plans continued work to enact a soldiers compensation law. Adjutant Barton of the Iowa department said the president vetoed the latest proposal and that the legion will pursue override through national and state conventions.
The Associated Press reports that Federal District Judges George A. Carpenter and James A. Wilkerson ruled the president cannot pardon a civil contempt case. In the Philip Grossman matter before the Daugherty committee, Grossman faces a year in jail for contempt decreed by Judge Landis, with judges stressing judicial independence and the limits of executive power.
Des Moines May 15 Fred L Maytag of Newton after conferring with Governor Kendall said he had not decided who would be named as budget director. The appointment may be approved by the senate in July and the director will start organizing the department immediately as offices are cleared on the ground floor for budget headquarters.
Gov W H McMaster says he will not heed a call for a special session to discuss bank legislation. He believes state officials share the view that the state suffers from over agitation and no productive purpose would come from such a session.
Mount Pleasant Louisiana May 15 Farmers and Merchants Bank failed to open as directors ordered last night. Since March 1 heavy withdrawals reduced available cash amid frozen credits and farm and real estate loans. State bank examiners expected to arrive this afternoon.
Miss Mary Owens of Beacon field arrived in Creston on Wednesday for a brief visit with friends.
Dr Ernest Laplace, a renowned surgeon and founder of early intestinal anastomosis forceps, died today in Philadelphia from heart disease. Born in New Orleans in 1861, he advanced medicine and influenced European circles. A famed Pasteur vial fragment was among his possessions.
In Washington on May 15 Senator Brookhart of Iowa urged cutting rail freight charges stating one billion dollars could be saved without harming labor pay. He estimated at least 400 million more could be saved annually by eliminating contracts with grafting firms, challenging separate operation of Pullman and related cars. Senators Fess and Norbeck questioned the extent and impact of unified control on savings.
Washington May 15. An all Americanism conference of 63 national civic and fraternal groups convened to coordinate efforts against radicals and promote Americanism and citizenship. It aims to plan a vigorous campaign against the slacker's oath and review the flag rules for proper stars and stripes observance. Represented are the American Legion AFL Boy Scouts Knights of Columbus DAR SAR Modern Woodmen WRC Auxiliary and war and navy departments.
Chicago May 15 Leaders of the conference for progressive political action and affiliated groups say they will defer official declaration of their presidential candidate position until after the Cleveland convention July 4. S. J. Konenkamp, county chairman, stated their activity does not commit their organizations.
Attorneys railroad officials and grain men gathered for a freight readjustment hearing on grain rates before Borton Fuller, I C C examiner, in Kansas City. The Kansas City Board of Trade seeks a fair rate to the southeast territory as Omaha shippers enjoy, with Iowa shippers also taking interest.
T. C. Mulford was summoned to Audubon on Wednesday due to the death of his mother, Mrs. Rachael Mulford.
Homer Welch about 26, arrested in Leon for federal drug charge after morphine atrapine found on him. Brought to Creston, arraigned before Commissioner Hunt, pleaded not guilty, bound over to grand jury, confined in county jail. Charges allege violation of Harrison drug act amended 1921. Exhibit includes around 20 morphine tablets, two hypodermic needles, and a tobacco can lid used to heat water. Welch previously known as Baker, arrested three years ago on prohibition charges. no liquor conviction per federal records.
Paris May 15 The leftist coalition holds power but lacks a clear commander as socialists debate who should helm the new coalition. Mon business is credited with the victory yet leaders Herriot Painleve and Briand remain in seclusion while a June 1 socialist convention is planned. The more ardent members press for candidates to lead the republic and the chamber of deputies.
Paris reports that during the Easter vacation the National Union of Students of France sent hundreds of young Frenchmen abroad and welcomed many foreign youths to Paris and universities. Delegations traveled to England Hungary Belgium and possibly Poland in an exchange program to host each other with student clubs sometimes acting as host families. University authorities in Paris support the movement.
