Harding Grants Broad Pardons and Commutes Prisoners
President Harding ordered immediate release of more than twenty federal prisoners for war law violations while detaining nearly as many. He issued 158 pardons and commutations, including 30 conditional and 14 unconditional, and restored civil rights to 27. He denied 84 pardons or commutations and offered two fine remissions. Secretary Mellon announced plans to seize all ship liquor in American waters regardless of foreign seals as new policy for foreign shipping.
