Daniel J. O Callaghan Lord Mayor of Cork was excluded by a Norfolk board of special inquiry. He appealed the ruling and the case may go to the state department to decide on waiving the passport rule. O Callaghan has also appealed to the state department hoping absence of a passport won’t bar entry. Officials said Secretary Wilson will base his decision on the state department’s view due to diplomatic issues involved.
