The Bureau of Social Hygiene, created after a 1910 inquiry into New York City’s white slave traffic, plans a permanent, non public commission style effort. It will study physical mental social and moral factors at Bedford Hills Reformatory with a Laboratory of Social Hygiene and experts. Rockfeller Jr Joseph Kneeland and Abraham Flexner contribute to surveys and comparative studies with Europe to craft a practical, scientifically humane plan for New York City.
