Early Covington Sees Transition From Rough Town to City
Covington lacked formal government until 1851 when a bill created a Recorder Treasurer and five trustees. First police protection arrived in 1855 amid canal era tensions. The town incorporated as a city in 1888 with Mayors Martin Stillwell Martin Livengood guiding its early civic growth.
