A constitutional dispute over the right to appoint a County Agent under a Vocational Educational Act was argued before Judge Schoonover. Twenty Fountain County residents sought a mandatory appropriation and appointment, while the County Council resisted, prompting a mandate petition and constitutional defenses from the county attorney and Nebeker.
