Prison term ordered for selling sealed corn
Trempealeau County grower Leon Halpern was sentenced by Judge Barbara Crabb in Madison to six months in federal prison starting June 11 for removing 12,314 bushels of 1978 crop corn sealed as government security under the Grain Reserve Program and selling it without repaying a $23,766 CCC loan. He must repay the loan in three installments and serve three years of federal probation, with strict terms and possible revocation if a payment is missed. Halpern contends the crime was victimless and admits wrongdoing while describing his actions as desperation and a response to cash-flow problems within the Trempealeau County ASCS context. He has faced community hostility and describes himself as a longtime regional businessman and farmer. The case highlights tensions over government grain programs and repayment rules.
