Interim dairy plan emerges as debate on program opens
University of Wisconsin economist Robert Cropp discussed a possible temporary dairy program while Congress crafts a four year policy for the 1985 Farm Bill. He noted a delay could mean a 1949 based support price of about 16 to 17 dollars per hundredweight, with interim levels around 11.60 to 12.10, and that current bills favor an income enhanced safety net. He cautioned a free market is impractical due to overseas subsidies and weather and policy factors, while supporting supply and demand adjustments like quotas. The Reagan Administration proposal includes target prices and deficiency payments with a 50 thousand dollar cap per producer and stepwise price drops through 1988.
