Melrose businessman Thomas Hruza pursues a state claims board payout after an American bald eagle reportedly dive bombed his flock last summer. Lawyer Robert Radcliffe argues the state is liable because a DNR official advised against shooting the protected bird. The claim cites Grade A to C downgrades, 5 cent per pound price drop, and 19,746 remaining turkeys sold for $84,755. The board weighs the case on February 21.
