USDA invites comments on proposed RCA changes in Wisconsin
Wisconsin residents are urged to comment on the USDA proposed Soil and Water Resources Conservation Act program. Comments due January 15. In 1980 over 3,100 Wisconsinites commented on program basis assessing national resource conditions. Copies of the appraisal and proposal available at county SCS and ASCS offices plus state address for comment forms. Ed Weber outlined 30 programs under USDA policy at a Dunn County hearing, noting a budget drop from 837 million to 719 million over five years and the need to set priorities.

Public program on soil conservation gains support and questions economics
In 1977 RCA spelled out, 9 000 local meetings in 1978 assessed needs, and a 1979 poll of 7 000 people. Three draft proposals in 1980 drew 65 000 written responses, yielding a preferred program. Most favored redirecting current programs or bonus-for-conservation incentives. least popular was regulation. State Sen. James Harsdorf pressed why farmers don’t adopt practices, while Mr. Weber blamed economics and short-term needs. Top priorities: reduce soil erosion, cut upstream flooding, and improve water quality with targeted grants and expanded local roles, shifting funds from wildlife habitat to erosion and flood control. He noted Dunn County soils show varied losses, and questioned handling walk-ins with reduced SCS staff under funding cuts.
