Pvt. Eugene D. Salzman, 24, confessed to killing Emil Salzman 42, and his wife 39 in Hayward Wisconsin. He said he acted out of anger toward the world and the Army and had been drinking. He fled to Waco after the killings and was nabbed in a tavern while AWOL from Ft Hood. He carried $411 on arrest.
In Moscow a meeting of agricultural workers condemned minister of culture Georgi Alexandrov for failing to push the campaign to raise corn and livestock production. Speakers accused him of parading progress while neglecting timely books on advanced corn growing and livestock methods. They urged rapid publication of practical literature before harvest.

DES MOINES The Iowa Senate defeated a bill to reapportion the states senatorial districts by a 23 to 18 vote after a two hour debate. The measure aimed to create self contained district units in Story Cerro Gordon Webster and Johnson counties while altering other districts and proposing two year terms for some senators. Critics argued constitutional flaws would arise and that Taylor and Ida counties would lose representation.
Sen. Byers argues a 1956 58 plan would give two senators to Schoe Senate and four other counties. He says the Institute of Public Affairs drafted the bill after extensive study and that the constitution calls for re districting every ten years. The plan aims to equalize representation and align terms so about half the Senate faces election every two years.
Prowlers ransacked the home of Mr and Mrs James Smith at 2720 Seventh Ave seizing $5 or $10 in change from a piggy bank. Police say the family was away from 6 pm to 9 pm Monday and discovered the burglary on returning home. Entry method not determined.
