Viscount Ishii, head of the Japanese Commission, arrived in Washington and expressed gratitude for the cordial reception and hospitality shown by the United States. He noted the importance of serving as a guest while bearing a message from the Emperor of Japan to President. The anecdote underscores mutual goodwill between Japan and the U.S. at this moment.

Indiana University president Dr W L Bryan and educators Dr W W Black Prof H W Byrne and D Loveland will lead sessions with morning sectional meetings for teachers and general afternoon lectures for the public. President Bryan will speak on the war Friday afternoon. Sessions start at 10 30 each morning and attendance is required by law for teachers.
President Wilson declares Germany thwarted U S neutrality by spies and conspirators, threatening American industry and commerce. He cites prompting Mexico and Japan hostile ties, bandits at sea, and vows action to defend the flag and nation.
The Boy Scouts of Salem depart Monday for Wyandotte Cave led by Scoutmaster Logan Martin and Glenn Bartle. Most travel on foot with some bicycle riders, and a single wagon carries supplies for a week long trip via Beck's Mill Fredericksburg Milltown and Corydon. They plan to visit the Harrison County Fair en route and hope for a fine outing.
