The International Union of Electrical Radio and Machine Workers CIO outlined long range plans for a possible strike against General Electric Co next year. A resolution calling for a plan against GE fight was unanimously adopted by delegates representing 450 000 Electrical Workers at their sixth annual convention. Union spokesman said GE, employing 100 000 members, generally sets the collective bargaining pattern in the electronics and electrical industry.
United Nations reports say Andrei Vishinsky may present Soviet atomic proposals to the General Assembly. Observers expect a demand for a ban on nuclear weapons or a review of Soviet policy. The speech could reiterate opposition to the Eisenhower-Dulles atomic plan and push East West issues.
Washington The Justice Department antitrust division disapproved the proposed Bethlehem Steel and Youngstown Sheet & Tube merger. Harrisburg The Public Utility Commission heard that United Natural Gas Co of City saves 14 percent in income tax by filing on a consolidated basis with other companies. Rose, treasure r of United, said under separate filing the company would have paid 5 121 1 for the years 1951 54 versus 64 601 320 on consolidation. The testimony supported Uniteds request for a 1 702 000 yearly rate increase effective May 31. The commission suspended the increase six months to Nov 30 to investigate its justification.
Stanley P. Ashe 73, longtime Western State Penitentiary warden, died at his son's home in Pittsburgh after a lengthy illness. Ashe retired August 31, 1960, after 26 years as warden. He began as education director at Connelville and later served as rehabilitation officer. Gov. Pinchot lauded his service before he rose to deputy warden.
DETROIT The settlement of the violence marked Squire 2 Co. strike restored labor peace in Detroit today for the first time in three months. A day after three strike leaders were jailed for 30 days and fined 250 dollars each for contempt of court, an independent United Electrical Workers local called a meeting for ratification of the settlement.
Public Instruction Department official Dr. Carl Mornewek announced Pennsylvania will start a birth census next year to predict school needs years in advance. He cited rising birth numbers in Bucks, Delaware, Montgomery and other counties as a justification, warning Forest County could misread enrollment trends without the census.

Leonardtown Md Navy airman 21 Gurl Nilii Strickland was sentenced to 18 years after a jury found her guilty of second degree murder. The case involved the death of a fellow service member at Patuxent Naval Air Test Center where Strickland resided.
