September discussion cites Dunkirk harbor sites as potential for a 240000 kilowatt steam electric plant by Buffalo-Ningare Electric Corp. The Dunkirk unit would ease Western New York line overloads. Initial unit would require 14 million gallons of water daily and 100 cars of coal weekly, with future additions planned over four to seven years totaling 180 jobs and a $10 million cost per unit.
