ICC Orders Amtrak To Pay Penn Central
The Interstate Commerce Commission ruled Amtrak must pay Penn Central a 7.5 percent return on invested capital and cover a portion of Penn Central costs in the Boston to New York corridor. Outside the corridor Amtrak pays passenger costs plus a share of common costs. Amtrak warns the decision will raise costs by an estimated 40 to 60 million dollars annually.
