Fragmentary OCR text references a state topic but leaves key details unclear and several words unreadable. The readable portion notes a general context without a specific event, date, or named entities to anchor a precise summary.

Fragmented OCR note hints at policy bill discussion

The readable text mentions a bill and references to Roosevelt and administration actions. It suggests concerns over a wartime or economic measure, with partial phrases about control or regulation and a legislative context. The garbled OCR limits confidence but indicates ongoing political debate and legislative action.
