Use Ford Money for Nixon Transition Spurs Controversy
The GSA plans to use a special Ford fund to cover Nixon transition costs after Comptroller General Staats ruled no authority to spend current appropriations. Ford sought 850000 for Nixon's transition, facing Senate and House pushback over the need for funds higher than Johnson’s comparable period. Officials say OMB verbally approved using 500000 appropriated for transition expenses, while several White House aides and Nixon staff remain on payroll or in government service at Nixon estate in San Clemente with additional personnel.

Petroleum Outlook Bright For Oil Weak For Coal And Gas
Washington experts say enough petroleum fuels should be available this winter though coal may struggle and natural gas could face shortages. FEA notes distillates and gasoline stocks above 1972 levels, but residual fuel oil lags. Potential coal miners strike in November and higher gas curtailments threaten industry, raising fuel oil demand and prices.

Amnesty Plan Due Next Week From President Ford
President Ford to reveal a conditional amnesty for repatriated Vietnam era resisters next week. Applicants must complete 12 to 24 months of alternative service, with minimum terms lower than the 18 months originally proposed. Deserters face factors like prior service length and Vietnam duty in determining service time. Officials credit complexity and caution for the timing, while some say Nixon pardon discussions did not drive the plan. The White House plans to announce before the month ends, with a briefing likely within a week.
