The plan to borrow 55 million from retirement funds with a 4 percent rate aims to finance a 65 million building program, saving taxpayers about 11 million, while securing funding against a potential unconstitutional authority. The measure reads on ballots as a constitutional amendment to authorize bonds up to 42 million dollars for state projects.
