Millcreek Judge Burton Laub ruled that 16 year old John Candwin driving a homemade three quarter horse power toy car on a highway is a motor vehicle subject to state license and registration laws. The ruling rejects the idea that such improvised vehicles escape motor vehicle rules, stressing highway safety and legal compliance for all self propelled devices.
Harrisburg AP. The General Assembly advanced several school legislation before a two week election recess. Measures include a plan for state and a citizens’ committee to operate distressed districts, 55 million dollars in added aid over two years, and a compromise to prevent any district from receiving less aid in 1960-61 than 1959-60. The Senate approved the distress district plan, sending it back to the House for concurrence with amendments. The bill now requires a three-member citizens’ committee to run distressed districts until debts are paid or a sound financial base is reestablished, with the superintendent of public instruction operating through the committee. The Senate also okayed extending 0% reimbursement for districts losing aid in 1960-61. Continuous on Page Four.
Judge Burton Laub sentenced Donald Carter of 336 Essex Street to three years probation for leaving the scene of an accident on West South Street on October 5. Carter must pay restitution of 15650 to Mrs. Paul Paver at 812 East Main Street, whose car was struck. He also must pay costs and 200 to the Bureau of Highway Safety for driving under suspension connected to the same incident.
More than 100 Orford County dairymen were recruited to back a 1S day strike against Beverly Farms Dairy and Greenville Dairy Co. Union members ratified a new two year contract for Meadville and area clerks, retroactive to October. Volunteers plan to picket Kroger and other stores handling Beverly Farms products as leaflets warn customers of the dispute and armed guards at the Greenville plant.

Council also heard Civil Defense head Dr. A Rice and Erie County Industrial Development Council plans, which were tabled for further study.
An 18 year old son of an Air Patrol colonel halted his hunger strike against compulsory military training five days early. He admitted weakness from the 50 day fast and reportedly lost eight pounds. Frederick L. Moore Jr. of Arlington Virginia said he thought his aim was achieved.
