PennDOT in Erie County faces a tighter budget and staff shortages as a harsh winter looms. Superintendent Vincent Kennerknecht says 12 plow trucks with salt spreaders could be ready in 30 minutes, with plans to boost to 32 or 40 as winter approaches. Budget cuts limit new trucks and salt use, but automatic spreaders and calibrated blades aim to save salt and keep highways open despite higher forecasted cold.
Sheffield Township will not be reimbursed about $65,000 spent on a wooden bridge over the south branch of Tionesta Creek. Supervisor Frank Rudolph notes PennDOT approved the 1975 project, later condemned it for failing to meet specs and set a 16 ton limit. The township financed the bridge with a five year loan and will review the weight limit after winter.
Pennsylvania lawmakers and the Public Utility Commission debate scrapping the fuel adjustment charge by folding it into the base electric rate. The charge, about a quarter of a typical bill, tracks fuel costs and fluctuates monthly. Consumer groups fear unjust profits. utilities deny it.
John C. Bertges told a Senate Consumer Affairs hearing that abolishing the fuel cost adjustment would raise gas bills, threaten utility finances, and cause unemployment. He cited 1976 FCA revenues of 375 million dollars and predicted an 85 million dollar first-year loss plus 176 million in permanent financing needs.

The skyjacker Thomas Hannan shot himself aboard the Pron lier Airlines jet near Atlanta after releasing 13 hostages. FBI says he chose death over prison, while negotiators and Stewart urged surrender. Police identified Stewart as a fellow alleged homosexual and $4 million ransom target. Hannan, 29, from Nebraska, had a gun in hand since taking control in Kansas City earlier that day.
City engineer says a definite possibility exists that the North Hills sewer issue may be resolved soon. An agreement seems possible among subdivision property owners while the Erie County Health Department reviews plans and may dye test septic banks to trace runoff from the golf course area.
