1951 Session of Congress Faces Slow Output
The 82nd Congress in 1951 produced 168 public bills by October 12, far below 435 in 1950, due to extensive investigations into MacArthur, crime, troops for Europe, the RFC, and foreign policy strains amid Korea tensions. Military and economic aid under NATO and the Marshall Plan shaped the budget and policy.
