In our opinion the Privacy Act of 1974 will put only a small dent in federal government privacy intrusions. It allows individuals to inspect and challenge their files but does not require disclosure of CIA and law enforcement records or many other sensitive materials. The Act helps modestly yet fails to cure all and warns of potential misuse to cover up undisclosed information.
