Safe Reach Compromise on Appropriations Bill Amount
Harrisburg AP report says a promise was reached on the size 1.48 billion General Appropriations Bill, but House Senate conferees remained split on spending policy details. Democrats offered a live and take settlement to the Senate Republican caucus, conceding to GOP demands to ban new state aided county health units and to pay hospitals for rehabilitation and special services on actual cost. Republicans were asked to drop their plan to freeze school aid for 1960 41, despite a Tax Equalization Board report reducing grants to about 2,400 districts. Democrats urged adoption of the administration plan to stagger school aid, with no district receiving less than 75 percent in 1960 1, 50 percent in 1961 62, and 25 percent in 1962 63. Rep. Stephen McCann said there was no discussion but noted an added state aid burden for schools. He cited two plans each costing about 70 million dollars, both requiring new taxes unless the six mill stock and bond tax is approved, projecting about 5 5 million in revenue.
