County Chiefs May Iron Out Hiring and Firing
In Commonwealth Court the dispute over hiring and firing rights between county commissioners and two row officers, District Attorney Gordon Kennedy and Register of Wills Roger M. Fischer, could see an out-of-court settlement early next week. Kennedy and Fischer contend the AFSCME contract improperly places the county commissioners as sole employer, while the union seeks to preserve internal bidding and bumping processes. A Tuesday meeting with AFSCME and county lawyers aims to resolve the issue, with optimism tempered by caution about future legal directions. The case centers on whether the county can regulate internal personnel actions in Kennedy and Fischer’s offices.
