Attorney General Bell says Powell legally declined. Bigelow has paid into the treasury funds collected from licenses since 1913. Judge McCarrell set October 13 as return day. Powell will file an answer next week. The case is described as a pure legal matter and amicable. Bigelow replies to Powell’s accusation of blocking repairs for politics, noting no money issue.
