Educators Cite Need for School Building

Harrisburg report at the State Education Congress estimates Pennsylvania must buy new schools worth 60 million dollars annually to catch up after years of inaction. Russell G. Bartman, executive director of the State Public Building Authority, says help is blocked until appellate courts rule on the law's constitutionality. The authority can sell bonds to fund schools and repay from district rentals, but decisions hinge on financing and whether to issue bonds per school or for multiple projects. One quarter of the nation's printing is normally done in New York.
