The drive probes jurisdiction beyond bailiwicks as Justice Goodwin and Constables Badders and Walters face grand jury actions and no state rulings yet on cross-bailiwick duties. Public interest centers on whether chiefs and Justices can operate outside traditional limits during investigations.
