The state will use legal means to force a Wayne County home for mentally retarded children to move 21 boys from a second floor sleeping area to meet fire safety rules. Annibale, pledged noncompliance, warning evacuation would mean placing children outside. The case follows scrutiny of Ridge View and other facilities amid a fatality and ongoing investigations by state police and a legislative committee.
