Dowd’s Time Standard and a Tragic Irony
In 1869 Dr. Dowd outlined a plan to standardize railroad time by solar noon per locality. By 1878 scientific bodies endorsed it and William J. Allen advanced it through the American Railway Association. After years of work the system took effect, yet Dowd was killed by a train in 1904 and his name faded from credit to Aten.
