Non partisan city plan discussed by Erie civic groups

Erie civic leaders and state legislators reviewed a proposed limited council plan for third class cities. The bill provides a four year mayor and four councilmen elected at large, nonpartisan ballots, a council with mayoral vote but no veto, and department superintendents. Salary scales depend on population, while a city controller position is abolished and duties split among officials. Referendum provisions govern public service grants and other ordinances, with multiple referendums allowed per election.
