Casper On Macing Charge Heads Grand Jury Probe
Federal prosecutors in Pittsburgh call outgoing Pennsylvania Democratic treasurer William Casper as the first witness in a grand jury inquiry into alleged statewide macing. Casper, recently sentenced for Butler County conspiracy charges, may illuminate whether similar practices occurred in other counties and if payments flowed beyond him to others. He contends funds went to party coffers, not personally. Prosecutors seek to determine if macing is a statewide pattern involving PennDOT officials and contractors.
