Document supports antiwar march with VC call for attacks

A Viet Cong document found near Saigon urges intensified attacks in the region on November 14 and 15 to back the Washington antiwar march, though allies say the directive may be propaganda. In Philadelphia, a 22-year-old man lost fingers and possibly his hand after catching a live phosphorus grenade tossed at a party, with seven others injured. North Vietnamese forces continued operations in the Mekong Delta and Central Highlands, including ambushing a convoy, attacking an airfield, and mounting shelling, with civilian and militiaman casualties reported. Police also arrested 13 Viet Cong suspected sappers planning to assassinate Army Chief of Staff Cao Van Vien. US troop strength declined to 490,700, near the Dec. 15 withdrawal goal.
