The board cautioned that those unemployed 15 weeks or longer have more than doubled in the past year, and nonfarm employment remains below postwar slump levels. Construction in April fell five percent from a year earlier despite outdoor work revival, while total trades employment stood at 17.2 million, down about 350,000 from the 1957 peak.
