New Pennsylvania aide heads services for the retarded
Welfare Secretary Helene Wohlgemuth announces the appointment of Joseph J. Colombatto Jr. to head institutional services for the retarded at a $24,984 annual salary from June 1, while the mental retardation commissioner Edward Goldman plans July departure. The action follows Wohlgemuths criticism of Goldmans management and aligns with a policy shift away from institutions, though officials note phased closure will take time. This comes amid controversy after a Polk State School firing over cage-like pens for residents, with a Civil Service hearing set for June 18.
